msiexec.exe is the built in Windows tool for installing and uninstalling Windows programs with an .msi extension. Windows files with an .msi extension are different than .exe installers in that instead of being an executable that takes action on the system to install a program, they define a desired future state of the system and msiexec.exe takes care of executing the necessary steps to effect that desired state.
